Weatherization Assistance Program

Program Overview

The Weatherization Assistance Program (WAP) increases energy efficiency in homes by reducing energy costs and increasing comfort while safeguarding health and safety, at no cost to eligible residents. On-site energy audits are conducted and improvements such as new insulation, sealing air leakages, and heating system modifications are put in place to increase home efficiency.

The program is run by the Energy Coordinating Agency (ECA) in Philadelphia. It is a federally funded program.

Philadelphia residents with an income at or below 200% of the Federal Poverty Guidelines are eligible to receive services through the Weatherization Assistance Program. A household is automatically eligible to receive assistance if an individual living in the dwelling receives Supplemental Security Income. WAP demand is high; priority is given to higher-risk residents including the elderly, disabled individuals, families with children, and high energy users.
