Basic Systems Repair Program

Program Overview

The Basic Systems Repair Program (BSRP) pays for emergency home repairs for income-eligible households with the goal of helping homeowners fix problems that are complex and dangerous, and pose an immediate threat to the health and safety of the persons living in the homes or community. Emergency home repairs addressed by BSRP include dangerous electrical, leaks, sewage, or gas lines.

Note that, for heater repairs specifically: households must be referred through Heater Hotline if a heater was found to be beyond repair.

BSRP is run by Philadelphia Housing Development Corporation (PHDC).

BSRP is intended for homeowners that own only one residence and live at that residence. The homeowner must meet the below income guidelines, as well as be in good standing on payment of their property taxes and water bill.

Annual income cutoffs for BSRP are listed below by household size.

8 $83,500
For every additional person beyond 8, add $5,050.

You can apply online, by mail, or by phone at (215) 448-2160 Monday-Thursday from 9am until 4pm, and Friday 9am-Noon. Hearing impaired applicants only may call TDD at 215-448-2184..
